Administration
The Township Manager is the Chief Executive and Administrative Officer of the Municipality and is responsible for carrying out the policies of the Mayor and Council, the enforcement of all laws and ordinances and the administration of all affairs of the township within the jurisdiction of the Township Council. Appointed by Township Council, the Manager serves as the primary liaison between Council members and municipal departments. Our Township Manager oversees 300+ full-time employees in a district with a population of almost 50,000 residents. Under the direction and supervision of the Mayor and Council, the Manager is responsible for the preparation and implementation of the annual municipal and utilities budgets, negotiating contracts, preparing council meeting agendas, representing the township and asserting its interests to State and other political subdivisions, receiving inquiries and complaints concerning township business and providing information and assistance. The Manager also oversees the day to day operations of the township government and is responsible for the appointment, promotion and removal of all employees.
Bernard P. Hvozdovic Jr., Esq. has served South Brunswick Township as Manager since October, 2011. Prior to
being appointed, he practiced as an Attorney, often advocating on behalf of municipalities and municipal employees.
Manager Hvozdovic graduated from Wake Forest University, completing a Bachelor of Arts degree in Economics, attended Delaware Law School to complete his Juris Doctor degree, and received a Master in Public Administration degree from Harvard Kennedy School. Following Law School, Hvozdovic completed a prestigious Clerkship with the Presiding Judge of the Chancery Division – General Equity of the New Jersey Superior Court, New Brunswick. He next worked for a private law firm where he became a Partner, before establishing his own firm. Hvozdovic is certified by the Supreme Court of New Jersey as a Civil Trial Attorney. He has tried numerous cases to verdict and has argued before the New Jersey Supreme Court. He is admitted to practice in the State of New Jersey, Commonwealth of Pennsylvania, US Court of Appeals for the 3rd Circuit, US District Court for the District of New Jersey, and the Supreme Court of the United States of America.
Hvozdovic was recently awarded a Certificate in Management, Leadership and Decision Sciences (2019) from Harvard Kennedy School as well as a Certificate of Completion for the Senior Executives in State and Local Government Program (2017) of John F. Kennedy School of Government at Harvard University. In addition to his duties as Township Manager, Hvozdovic currently serves as Counsel to both the South Brunswick Open Space Committee and Historic Preservation Commission. In 2018 he was elected and still serves as Commissioner of the Middlesex County Municipal Joint Insurance Fund.
Hvozdovic is a long time member of the South Brunswick community, having graduated from South Brunswick High School. He continues to be active in the community, currently serving on the Kingston Village Advisory Commission and providing pro-bono legal services to children/young adults with special needs and adults with Dementia/Alzheimer's. He has coached youth sports, mentored the South Brunswick High School Moot Court Team and has guest lectured to several High School classes. He currently resides in the Kingston section of South Brunswick with his family. He is married with 2 children.
