The role of Township Manager is the Chief Administrative Officer of the Township. Under the direction and supervision of the Mayor, the Township Manager is responsible for the preparation and implementation of the annual municipal budget, purchasing, personnel, insurance and technology. The Business Administrator also oversees the day to day operations of Township Government.

The Department of Law consists of two divisions: Legal and Affordable Housing. The Legal Division provides legal advice and assistance to the Township Council, Township Manager and all of the departments of the Township. A member of the department is required to attend all regular, work session and special Township Council meetings, as well as other meetings with the Township Manager and department directors as required. The department is responsible for drafting and reviewing all ordinances and resolutions considered by the Township Council. The department is also responsible for the review and approval of all contracts, deeds and other documents to be signed by the Township. The Affordable Housing Division maintains and manages all of the low- and moderate-income housing units within the Township. It routinely inspects possible units, screens applicants for an affordable housing unit and ensures compliance with all State and local affordable housing rules and regulations.

In addition to providing advice and guidance to the Township, members of the Legal Division represent the Township in litigation matters such as personal injury, property damage, deficient developer, contractor default and general contract lawsuits, as well as County Tax Board appeals, condemnation hearings and administrative law proceedings. The department must commence and defend litigation and conduct appeals that affect any interest of the Township. The department works closely with other attorneys employed by the Township, including the Municipal Court Prosecutor, Public Defender, Planning and Zoning Board attorneys, Labor attorney, State Tax Appeal attorney and Workers’ Compensation attorney on certain matters as the need arises.
